Words used in this report
  • Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
  • Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
  • Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
  • Marketing agentThe company the building hires to run its lottery and check applicants' papers.
  • Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
  • CityFHEPS (New York City)The City Fighting Homelessness and Eviction Prevention Supplement: a City-funded rent supplement that the Department of Social Services (DSS) pays straight to the landlord.
  • Payment standard (the CityFHEPS maximum in this report)An amount the agency uses to work out housing assistance for a unit size and area. It does not mean that any home at that rent will be approved.
  • Utility allowanceThe agency's estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
  • FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.
  • Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.

Frequently Asked Questions

Was 3914 15th Avenue on NYC Housing Connect?

Yes, twice. Lottery 5489 offered 13 apartments with applications due December 26, 2024. Lottery 7461, "3914 15th Avenue Apartments - Units Still Available", offered 12 apartments at 130% AMI, with applications due April 6, 2026. As of October 23, 2026, the City's data listed the second lottery in "Tenant Selection".

What is the rent at 3914 15th Avenue?

In the 2026 lottery, the rent is $3,300 a month for each of six one-bedrooms and $3,400 for each of six two-bedrooms. Tenants also pay for electricity, which covers the stove, heat and hot water. The listing offers a three-month rent concession. The 2024 lottery listed $3,595 and $4,244.

How much do you have to earn for 3914 15th Avenue?

From $121,783 a year for a one-bedroom and $130,149 for a two-bedroom, in the 2026 listing. The top limit runs from $154,440 for one person to $238,160 for five. No apartment is listed for six or more people. With a voucher or rental subsidy, the FAQ says the minimum income does not apply.

Does 3914 15th Avenue take Section 8 or CityFHEPS?

Housing Connect accepts both, but both rents here are above the 2026 CityFHEPS maximum for their size. The one-bedroom is $566 over and the two-bedroom $403 over, before utility allowances. After them, the gaps are $798 and $708. The FAQ says rent "should be within maximum limits" of the voucher, so ask DSS first.

Why did 3914 15th Avenue have a second lottery?

The second listing, lottery 7461, is named "Units Still Available". It describes "(12) unoccupied 130% AMI units under 421a(16) program". Its rents are lower than in the first lottery. The City's data marks the first lottery "All Units Filled". No page opened explains the difference, so ask the Housing Connect hotline.

Is 3914 15th Avenue the same as 1475 40th Street?

Yes, by City records. City Planning's GeoSearch gives both addresses for one tax lot in Borough Park, ZIP code 11218. A lobby rendering on the listing carries the words "1475 40th Street". Housing Connect, the permit and the certificate of occupancy use 3914 15th Avenue. ACRIS names the condominium after that address.

Are the rents at 3914 15th Avenue below market?

No, not against HUD's figures. HUD's fiscal year 2027 figures for ZIP code 11218 are $3,000 for a one-bedroom and $3,270 for a two-bedroom. The lottery rents are $300 and $130 higher. HUD's figures include most utilities, while these rents leave out electricity, heat and hot water.

Can I still apply to 3914 15th Avenue?

Not through either lottery. Applications were due April 6, 2026, and on October 23, 2026, neither lottery was in Housing Connect's open-lottery search. No waiting list was posted. HPD's re-rental page lists the marketing agent, Reside New York, for openings that come up outside Housing Connect.
