- Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
- Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
- Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
- Marketing agentThe company the building hires to run its lottery and check applicants' papers.
- Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
- CityFHEPS (New York City)The City Fighting Homelessness and Eviction Prevention Supplement: a City-funded rent supplement that the Department of Social Services (DSS) pays straight to the landlord.
- Payment standard (the CityFHEPS maximum in this report)An amount the agency uses to work out housing assistance for a unit size and area. It does not mean that any home at that rent will be approved.
- Utility allowanceThe agency's estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
- FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.
- Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.

What Was Built at 400 Thatford Avenue
400 Thatford Avenue is an old two-story manufacturing building with a third story added on top. City records count 68 apartments in it.

New York YIMBY wrote that the building "yields 70 residences". The permit, the certificates and HPD's data all say 68.

The Programs the Listing Names
The listing says the building "is being constructed through the Inclusionary Program (MIH) and is anticipated to receive a Tax Exemption through the 467M Tax Incentive program".
- Mandatory Inclusionary Housing (MIH)HPD says MIH "requires a share of new housing in medium- and high-density areas that are rezoned to promote new housing production" to be "permanently affordable". It covers "new residential developments, enlargements, and conversions from non-residential to residential use within mapped MIH areas."
- 467-mHPD says the program provides "real property tax exemptions for the conversions of non-residential buildings" to apartment buildings. It adds: "Affordable Housing Units are permanently subject to Rent Stabilization."
What it means: the older filings list the zoning as "M1-4/R6A" with "MIH". No document opened says which MIH option applies or whether the 467-m exemption was granted.

Which Rents a CityFHEPS or Section 8 Voucher Reaches
The 14 studios at 40% and 60% AMI are under the 2026 CityFHEPS studio maximum of $2,604. The three at 100% AMI, at $2,613, are $9 over it.
This was a city lottery on NYC Housing Connect, and the listing names HPD as its agency. However, rent should be within maximum limits allowed by your voucher or rental assistance program."

|---|---|---|---|
| 40% AMI | $940 | $963 | $2,604 |
| 60% AMI | $1,490 | $1,513 | $2,604 |
| 100% AMI | $2,613 | $2,613 | $2,604 |

Source: rents from the Housing Connect listing; the maximum from DSS-8r, which calls it the maximum rent "if all utilities are included in the lease", in effect since April 1, 2026.
The listing says: "Tenant is responsible for electricity including electric stove and heat. Hot water is included with the rent." So VoucherMatch subtracts DSS-8r's "Electric with Cooking Range" and "Electric Heat Only" studio allowances, $111 and $52.
| Studios | Rent | Adjusted maximum | Difference |
|---|---|---|---|
| 40% AMI | $940 and $963 | $2,441 | $1,478 to $1,501 under |
| 60% AMI | $1,490 and $1,513 | $2,441 | $928 to $951 under |

How the Rents Compare With HUD's Figure for ZIP Code 11212
The 40% and 60% AMI rents are $767 to $1,340 under HUD's 2027 studio figure for ZIP code 11212, which is $2,280. The 100% AMI rent of $2,613 is $333 above it.

|---|---|---|---|
| 40% AMI | $940 | $963 | $2,280 |
| 60% AMI | $1,490 | $1,513 | $2,280 |
| 100% AMI | $2,613 | $2,613 | $2,280 |
What it means: the lottery rents leave out electricity, which tenants pay. The 100% AMI studio is above HUD's figure even before that bill.
