- Area median income (AMI)The middle income for the area, adjusted for household size. A lottery apartment "at 60% AMI" is for households earning up to about 60% of it. The agency's income chart turns each level into dollar limits.
- Lottery (NYC Housing Connect)Every complete application gets a random log number. The marketing agent works through applications in log-number order within each preference group, so applying early does not help.
- Minimum incomeThe lowest yearly income the listing accepts for an apartment, so the rent is not too large a share of income. Housing Connect does not apply it to households with a voucher or rental subsidy.
- Marketing agentThe company the building hires to run its lottery and check applicants' papers.
- Certificate of occupancyThe Department of Buildings' sign-off that a building, or part of it, can be lived in.
- Housing Choice Voucher (Section 8)Rental help run by a housing authority. You find a home, and the agency checks the unit, rent and your household before it approves payment.
- CityFHEPS (New York City)The City Fighting Homelessness and Eviction Prevention Supplement: a City-funded rent supplement that the Department of Social Services (DSS) pays straight to the landlord.
- Payment standardAn amount the agency uses to work out housing assistance for a unit size and area. It does not mean that any home at that rent will be approved.
- Utility allowanceThe agency's estimate of the cost of utilities you must pay. It is not a promise to pay your actual bills.
- FMR and SAFMRHUD rent estimates for an area (Fair Market Rent) or ZIP code (Small Area Fair Market Rent). They include rent and most tenant-paid utilities. Your agency may use a different payment standard.

Key pointthe FAQ says minimum incomes exist "To ensure that households are not paying more than one third of their incomes in rent." The listing does not say how its figures were set.
Can You Use CityFHEPS or Section 8 at 1143 Hoe Avenue?
Yes. Housing Connect accepts vouchers, and a voucher holder does not have to meet the minimum income. All four rents are under the 2026 CityFHEPS maximum for their size, even after the electric allowance. This was a City lottery on NYC Housing Connect, with HPD named as its agency.
The FAQ says: "Minimum income requirements do not apply if you have a voucher or a rental subsidy. However, rent should be within maximum limits allowed by your voucher or rental assistance program."

| Apartment size | Lottery rent | CityFHEPS maximum | Maximum less electric allowance |
|---|---|---|---|
| Studio | $2,040 | $2,604 | $2,493 |
| 1 bedroom | $2,173 | $2,734 | $2,608 |
| 2 bedrooms | $2,583 | $2,997 | $2,830 |
| 3 bedrooms | $2,962 | $3,753 | $3,544 |

Source: rents from the listing; maximums from DSS-8r, effective April 1, 2026, "if all utilities are included in the lease." The last column subtracts DSS-8r's "Electric with Cooking Range" allowance, by VoucherMatch's arithmetic.
Watch outthe listing contradicts itself on heat. It says "Rent includes gas for heating and hot water." The next sentence says "Tenant is responsible for electricity, including the electric stove and Electric heat." Ask the marketing agent which is right before you sign.
| Apartment size | Electric with Cooking Range | Electric Heat Only |
|---|---|---|
| Studio | $111 | $52 |
| 1 bedroom | $126 | $62 |
| 2 bedrooms | $167 | $82 |
| 3 bedrooms | $209 | $103 |
What it means: with both taken off, every rent is still under its reduced amount, by $165 to $479, by VoucherMatch's arithmetic.
Source: DSS-8r, 2026 utility allowance schedule. The first row fits the listing's line on electricity and the stove. The second fits only if tenants pay for electric heat.
- Considered if the amount covers the rentvoucher holders "must be considered provided that the subsidy’s payment standard, net of any utility allowances, meets the advertised rent for the unit."
- A cap on the rent asked"the rent amount requested cannot exceed the lesser of the payment standard for (i) the unit size payment standard or (ii) household size payment standard".
- Household sizeDSS-8r gives $2,734 for one or two people. That is $151 above the two-bedroom rent, by VoucherMatch's arithmetic.
What it means: ask HPD's hotline, 212-863-7990, how the two rules apply to your household.

Not to this lottery. Applications were due June 24, 2026, and the City's data lists it as "Tenant Selection". On October 24, 2026, no newer listing for the building was in the open-lottery search. Later openings may be posted on Housing Connect, or offered outside it as re-rentals, the FAQ says.
How much do you have to earn for 1143 Hoe Avenue?
Without a voucher, at least $75,703 a year for the studio. A one-bedroom needed $81,086, a two-bedroom $97,406 and the three-bedroom $112,698. The most was $95,040 for one person, rising to $168,320 for seven. With a voucher or rental subsidy, the FAQ says the minimum does not apply.

Tenants here pay for electricity, and with DSS-8r's allowance added, the two-bedroom costs $130 more than HUD's figure.
